The live wallpaper feature requires the use of 3D touch. Only devices newer than the 6S have this feature, but other iPhone and iPad, iPod models, etc. are unable to use the Live wallpaper feature on the lock screen.
Step 1: Open the Settings app, and then select the Wallpaper menu.
Step 2: Choose Live Photos that you previously saved at your discretion.
Step 3: Preview the Live Wallpaper with 3D Touch, and then tap Set button to complete setup.
